Enhancing CCTV Operator Competency and System Efficiency
InPipe Solutions was engaged by Redland City Council to assess and elevate the competency of their CCTV operator. Despite having completed theoretical WSAA training and obtaining certification, the operator lacked confidence in the field.
Recognising the need to upskill their operator, audit the existing CCTV equipment due to its age, and address potential workflow inefficiencies, Redland City Council initiated a tailored training program focused on both the verification of competency and system improvements. This initiative aimed to ensure operational excellence and align processes with industry best practices.
Objectives
The primary objectives of this project were to:
- Assess the current competency levels of the CCTV operator.
- Conduct a comprehensive audit of the existing processes and CCTV system.
- Deliver targeted training to enhance skills and boost confidence in the field.

Approach
InPipe Solutions implemented a comprehensive strategy to achieve these objectives:
1. Competency Assessment
We conducted an in-field evaluation of the operator’s skills and knowledge. By observing the operator at work for a full day and engaging with them to understand their concerns, we identified specific areas for improvement. This assessment laid the foundation for a customised training program focused on verifying the operator’s competency.
2. Equipment and System Audit
Our team performed a detailed audit of the client’s existing processes and CCTV equipment. This ensured the equipment was operating optimally, especially given its age. We evaluated its performance, effectiveness, and compliance with industry standards, identifying areas that required upgrades or replacements.
3. Tailored Training Program
Based on the findings from the competency assessment and system audit, we designed a hands-on training program tailored to the operator’s specific needs. The training combined theoretical knowledge with practical implementation while performing structural and condition inspections using WinCan. This approach fostered an engaging and effective learning experience that boosted the operator’s confidence in field operations.
4. Post-Training Evaluation
After the training, we provided Redland City Council with a comprehensive report detailing the results of the competency assessment and system audit. This report highlighted the operator’s strengths, identified areas for further development, and included actionable recommendations for continued improvement.
